About the roleJob Title: Utility Asset Protection ManagerThe Utility Asset Protection Manager will act as the technical lead and compliance champion for all utility-related activities in line with their formal appointment. They will ensure the safe location, coordination, avoidance, and protection of all underground and overhead services. This includes implementing relevant legislation, industry best practice, approved guidance, and internal procedures to prevent utility service strikes and safeguard personnel and stakeholders.The role will support the Asset Protection Lead and wider Utilities Asset Protection Team on the Thames Crossing, Pilgrims Lane, RM165UZ Project, throughout planning, mobilisation, survey works, design, and construction phases. The Manager will champion best practice, support innovation, and participate in incident investigations to drive continual improvement in utility safety performance.What you'll be doing
  • Ensure full compliance with GS6, HSG47, and Safe Systems of Work, embedding industry best practice across all utility-related activities.
  • Support the Utility Asset Protection Team in achieving project milestones, safety objectives, and compliance targets.
  • Act as a key liaison with internal teams, subcontractors, and third-party utility providers to maintain alignment and effective collaboration.
  • Facilitate clear communication between the Utilities Coordinator and field teams to ensure timely delivery of utility protection requirements.
  • Participate actively in coordination meetings, providing updates on permit-related issues raised by the Authorised Person.
  • Apply technical knowledge of underground utility detection and avoidance methods to support the safe delivery of works.
  • Interpret utility survey data, translating findings into actionable permit decisions, and manage documentation through digital tools and systems.
  • Ensure that all excavation and intrusive works are carried out under valid permits and safe systems of work.
  • Report, escalate, and follow up on any non-compliance or safety concerns without delay.
  • Collaborate with other functional leads on the Lower Thames Crossing to ensure that utility protection is fully integrated into both permanent and temporary works designs.
  • Deliver all required project outputs, including:
  • Timely permit issuance for construction teams.
  • Management and recording of survey data, as-builts, and utility records.
  • Development and maintenance of a single source of truth for live utility drawings and permit documentation.
  • Identify and allocate appropriate resources to meet project demands, ensuring competence and compliance at all times.
  • Support the identification of uncharted services and update the coordinated utilities model accordingly.
  • Guarantee that all works are executed in line with approved method statements and that safe systems of work are properly implemented and supervised.
  • Engage regularly with stakeholders, including the Group Head of Engineering, to share best practice, drive innovation, and contribute to incident investigations for continuous improvement in utility safety performance.
  • Conduct regular project reviews focused on avoiding service-related risks, including audits of logs, permits, and competency records.
  • Formally appoint Authorised Persons (Permit Approvers) for the project.
  • Foster a culture of collaboration and maintain a relentless focus on Zero Harm.
  • Lead and facilitate digital coordination processes between project participants to improve efficiency and accuracy.
  • Embed “Safety by Design” principles throughout all activities, ensuring compliance with Health & Safety Regulations, Balfour Beatty procedures, and life cycle risk reduction practices for foundation and geotechnical works
Who we're looking for
  • Significant experience of managing Utility asset diversion and survey works.
  • Significant experience in working with and adhering to SU protection protocols
  • Significant experience within the project management construction / engineering sector at management level
  • QCF Level 5 (Diploma in Utility Mapping and Surveying) (or working towards)
  • Experience of resource planning, management and mobilisation
  • Experience of client and stakeholder management
  • Firm understanding of and belief to drive health & safety principles in line with Balfour Beatty's Zero Harm philosophy
  • Experience of managing budgets on multiple projects at any one time
  • Extensive NRSWA Experience
  • Comprehensive understanding and experience of a wide range of construction techniques
