- Accountable for the identification and pursuit of non-direct award new business opportunities across the health and social care landscape.

- Draft and review service specifications and delivery frameworks to shape compelling, compliant bids and tenders.
- Undertake strategic project work related to business development initiatives, service transformation, and market expansion.
- Use data analytics and market insights to build compelling, evidence-based value propositions tailored to commissioners and procurement bodies.
- Contribute to the full lifecycle of formal procurement processes – from opportunity analysis to bid strategy and development of written responses.
- Work closely with internal stakeholders including operational, clinical, and finance teams to ensure alignment of new business strategies with service capability and organisational priorities.
- Support the Chief Commercial Officer in shaping the organisation's broader growth and commercial strategy.
- Proven experience in the health and/or social care sector, with a strong understanding of the commissioning environment.
- Demonstrable ability to use analytics to develop structured, value-driven business cases and service models.
- Solid knowledge of public sector procurement processes and experience contributing to successful tender submissions.
- Strong track record in proposal and specification development, ideally within a regulated or commissioned service environment.
- Excellent communication and presentation skills, with the ability to engage and influence internal and external stakeholders.
- Strategic thinker with a creative mindset and a pragmatic approach to delivery.
- Experience in service transformation or integrated care models.
- Familiarity with outcome-based commissioning and value-based healthcare.
- A network of contacts within the NHS, local authorities, or care providers.
