In the capacity as Delivery Specialist, they also actively participate in and lead activities in support of the delivery of ANSL's internal and external projects, with a focus on ATM & ATC operational expertise, completion of the relevant change management and compliance aspects, and development of all operational aspects in readiness for implementation.Primary Responsibilities
- Ensure the continued operation of a compliant, formalised, explicit, and proactive ANS Safety Management System (SMS) that identifies and controls risk, sets and achieves safety objectives, and promotes a positive safety culture across ANSL.
- Provide independent safety assurance directly to the Managing Director and ANSL Board, including oversight of SMS implementation and risk management.
- Develop and update the ANSL Safety Strategy in line with Board direction; monitor and report on Safety KPIs regularly to senior management and the Board.
- Chair the Safety Development and Review Team (SDRT), ensuring cross-functional review of safety trends, incidents, and improvement initiatives.
- Oversee and support the delivery of unit safety plans, working closely with local safety representatives and operational management teams.
- Ensure that new systems (people, procedures, equipment, or changes) undergo appropriate safety assurance, and that a formal fitness-for-service declaration is completed.
- Lead and support safety investigations, ensuring occurrence reports are filed in accordance with regulation, and that corrective actions are implemented.
- Monitor and assure compliance with the company's obligations under Health and Safety law.
- Conduct and review RAT and HARP assessments to ensure standard application of risk assessments across the organisation.
- Oversee internal SMS audits and follow up on preventive and corrective actions.
- Support crisis management preparedness and ensure compliance with regulatory requirements.
- Assess the impact of new or evolving regulations, determining associated actions required by ANSL.
- Ensure the operation and continuous improvement of the Quality Management System (QMS) and Security Management System (SecMS), aligned with ISO9001 and ISO27001 standards.
- Ensure that appropriate document control is in place and maintained across all units and functions.
- Support the implementation of operational and service changes by contributing operational and regulatory expertise.
- Ensure national, international, and EU regulatory compliance in project and concept development.
- Define safety and quality standards for new or upgraded CNS/ATM systems and procedural changes.
- Act as a key interface between ATS, Engineering, airport clients, and third parties on delivery-related operational matters.
- Contribute to the development and delivery of new operational concepts and service improvements, ensuring integration of safety and user needs.
- Provide subject matter expertise for ANSL's commercial and strategic programmes.
- Provide operational and regulatory expertise in the development and delivery of projects, solutions (incl. systems) and concepts.
- Drive development and design of appropriate procedures and processes required to support delivery of projects or new business concepts.
- Identify areas for Air Traffic Management related improvements or service developments across the organisation.
- Liaising with internal and external customers, ensuring that user requirements and views are suitably represented in the development and delivery of projects, concepts and solutions.
- Provide ATM & ATC Subject Matter Expertise to other ANSL activities.
- Line management of staff, e.g. the DCCO, overseeing document governance, internal audit planning, and compliance support functions.
- Degree-level qualification in aviation, engineering, air traffic management, or a relevant subject, or comprehensive and senior work experience in relevant areas.
- Training in ISO9001, ISO27001, SMS, and/or lead auditor certification is desirable.
- Significant experience in ATM or air navigation services, preferably as ATCO or in an operational ANSP environment.
- In-depth knowledge of UK CAA, EASA, and ICAO safety management standards and regulatory frameworks.
- Demonstrable experience managing and developing Safety, Quality, and/or Security Management Systems.
- Proven track record in conducting safety assessments, safety case development, and occurrence investigations.
- Experience in leading and supporting operational delivery and service transitions, from the involvement in projects and change initiatives in operational ATM environments.
- Leadership experience including managing individuals or small teams.
- Strong stakeholder engagement and relationship management skills.
- Excellent written and verbal communication, including technical report writing and Board-level briefing.
