We’re looking for an experienced IT & Systems Programme Manager to lead our programme team and drive high-impact projects that make a real difference across our organisation.What you’ll do:
  • Lead the end-to-end delivery of a portfolio of IT & systems projects, ensuring they land on time, within scope, and to budget — with measurable benefits.
  • Shape the pipeline of future projects by partnering with business leaders, understanding strategic priorities, and scoping requirements.
  • Oversee programme governance, ensuring compliance with EMR’s project lifecycle and embedding best practice across the portfolio.
  • Actively manage risk, issues, dependencies, and escalations, keeping stakeholders informed and driving resolution.
  • Drive effective business change management — ensuring projects deliver not just systems, but lasting value to colleagues and customers.
  • Recruit, lead and develop a talented programme team, creating a culture of continuous improvement and accountability.
  • Build strategic relationships across EMR, the Department for Transport, and Group partners — influencing at executive level to deliver transformation.
  • Provide robust programme reporting and financial forecasting, ensuring clarity, accuracy and alignment to the Annual Business Plan.
What we’re looking for:
  • Proven programme management experience across the full lifecycle, ideally in a complex or regulated environment.
  • Strong leadership and line management skills with a track record of developing teams.
  • Chartered project management qualification (APM CHPP or equivalent).
  • Expertise in budget ownership, risk/issue management, and delivering business change.
  • Excellent communication skills with the ability to influence at executive level.
