Job IntroductionThe Bradford Council People Commissioning Service is looking for an experienced Commissioning Manager to join our Children's Commissioning and Contract Management TeamIts an exciting time to join our highly skilled and professional service of about 75 staff as we are growing in size and capacity. We are committed to investing in our staff, to involving service users in commissioning and in developing and improving services for the citizens of Bradford.Our team plays a central role in developing high quality and integrated commissioned services working closely with partners across the Council, the Bradford Children and Families Trust and the NHS. This role provide an opportunity to make a real difference in our vibrant and diverse city.We are looking for a commissioning manager to join our children looked after and care leavers commissioning team. The role has the following key responsibilities:
To lead project teams to undertake commissioning projects
Undertaking and documenting an analysis of service needs
Developing options appraisals, business cases and reports to inform decision making about commissioned services.
Working with providers, service users, practitioners to capture what works best to inform the development of service specifications
To undertake targeted provider market development and to undertake procurement activity which responds effectively to our Bradford service needs
To develop the team and manage commissioning staff to deliver our commissioning programme
Work Programme Priorities
Development and implementation of our Bradford sufficiency strategy for children in care and care leavers and to develop a local market of providers
Commissioning of residential, fostering and leaving care placements
Commissioning of edge of care, safeguarding and accommodation services
Commissioning of other services to meet the needs of children and families in Bradford
