PermanentSpinwell is recruiting for a Senior Procurement and Contract Manager for an excellent opportunity within the public sector.RESPONSIBILITIES OF THE SENIOR PROCUREMENT AND CONTRACT MANAGERThe Senior Procurement and Contracts Manager will support the Professional Services Category team in developing and managing the sourcing strategy and contracting process on behalf of our Professional Services stakeholders. This includes the timely production of compliant public contracts sourcing plans and contract awards; ongoing supplier performance and risk management; development of market analysis and multi-year category plans in pursuit of the team's transformation plan; use and promotion of procurement data analytics and MI; proactive and reliable stakeholder engagement; and ensuring that actions and issues are dealt with promptly and meet the function's performance targets.SKILLS/EXPERIENCE OF THE SENIOR PROCUREMENT AND CONTRACT MANAGER
  • Well developed hands-on experience of procurement, category and contract management, with demonstrable subject matter and stakeholder influencing experience in the Professional Services category
  • Strong working knowledge and experience of public sector procurement procedures and regulations governing the invitation, evaluation and award of contracts for public procurements.
  • Demonstrable experience of drafting commercial/tender documents and leading sourcing strategies and contract award for a range of goods and services.
  • Demonstrable experience of supplier management frameworks, supplier governance protocols, and end-to-end category experience.
  • Experience in third party risk management processes relevant to critical public authority services would be highly beneficial.
  • Experience of managing workload to meet the delivery demands of multiple and conflicting priorities proportionately whilst protectively managing stakeholder expectations.
  • CIPS certification or membership is preferred.Current participation in or willingness to study towards MCIPS certification..
  • Excellent professional inter-personal skills to develop and maintain good working relationships with staff at all levels and with representatives of external organisation.
  • Excellent communication skills, to communicate clear, concise and unambiguous procurement and contract information, advice, documentation and reports for well informed auditable decision making and interpretation of Procurement guidance and governance.
  • Highly numerate with the ability to interrogate and manipulate data. Analytical skills to understand supplier/client departments' requirements and to identify ways of presenting the requirements to produce best value goods and services whilst proactively resolving issues.
  • Working knowledge of Microsoft 365 and related MS tools:PowerPoint and Excel, as well as familiarity of collaboration tools like Sharepoint and Teams.
  • Strong organisational skills to manage changing and conflicting priorities whilst simultaneously meeting deadlines whilst workingindependently using own initiative and flexibly as part of a small team.
  • Knowledge:the successful candidate will bring a wealth of experience in contract and category management with ability to demonstrate their direct contribution in:
  • An understanding of the range of different commercial and contract documentation.
  • An awareness of the importance of the procurement function within a large public organisation together with an understanding of the principles of 'best value'. A commitment to quality and to a progressive partnership approach to the management of major contracts to support the work of the client.
  • An understanding of public authority issues and how to adapt your approach to professionallysupport a range of different stakeholder needs across multi-disciplinary services to protect the Brigade's commercial reputation..
  • An awareness of Responsible Procurement, and how sustainability, social economic and environmental considerations are are applied to procurement processes and contract management.
  • An awareness of the need to maintain appropriate confidentiality and an awareness of the principles of the General Data Protection Act (GDPR) and Data Protection Act and the Freedom of Information Act along with managing commercially sensitive information.
  • A knowledge of the current UK procurement legislation and best practice procurement processes and ability to acquire this knowledge commensurate with the level of procurement activity required in the fulfilment of your role.
  • Knowledge of the Equality Act and Health and Safety legislation and ensuring this is adhered to in execution of you role.
  • An understanding of and ability to quickly acquire a knowledge of Category Management principles.
