- Lead the execution of recruitment strategies across assigned countries/sites in alignment with global TA strategy
- Manage and coach a team of regionally deployed Recruiters supporting various functions (engineering, operations, corporate, etc.)
- Drive accountability for recruiting KPIs, candidate quality, time-to-fill, and hiring manager satisfaction
- Partner with HR Business Partners and site leaders to forecast talent needs and define recruiting priorities
- Serve as the primary escalation point for hiring issues and ensure proactive communication with business stakeholders
- Act as a talent advisor by providing market intelligence, competitive insights, and sourcing recommendations
- Ensure consistent recruiting practices, tools, and documentation in partnership with Shared Services and Talent Ops
- Collaborate with the Shared Services team to optimize requisition posting, scheduling, offers, and system workflows
- Monitor and improve candidate experience across the region
- Build and mentor a high-performing regional recruiting team
- Support team development through coaching, training, and career pathing
- Evaluate performance based on metrics, feedback, and business alignment
- Champion DEI-focused recruiting efforts within the region
- Partner with Employer Branding and Sourcing to implement strategies that drive diverse pipelines
- Bachelor's degree in Human Resources, Business Administration, or related field; advanced degree preferred
- 15+ years relevant experience or equivalent combination of education and work experience, typically 7+ years in a leadership role
- Demonstrated experience leading recruiting teams in a regional, matrixed, or global organization
- Experience hiring for technical and corporate roles across multiple countries or business units
- Strong knowledge of ATS/HRIS systems (e.g., Oracle Recruiting Cloud, Workday, SuccessFactors)
- Proven ability to analyze recruiting data, identify trends, and drive strategic improvements
- Fluent in English (additional language skills based on region preferred)
- Business Partnership: Able to build trust and influence senior stakeholders
- Talent Strategy: Aligns regional hiring activities to long-term business needs and capability plans
- Market Acumen: Deep understanding of local and regional labor markets, cultural norms, and compliance requirements
- Data-Driven: Uses metrics and insights to coach teams, track effectiveness, and tell a story
- Change Leadership: Drives adoption of new processes, systems, and structures across teams
- Tech Fluency: Ability to understand and speak to engineering concepts, degrees, and research focus areas
- Collaboration: Effectively partners with global peers, shared services, sourcing, and operations
