Job DescriptionHSE Advisor - High Hazardous Site£53.90 p/hr UmbrellaGlascoedContractThe role has indirect co-ordination responsibilities for wide ranging, cross-functional teams within Land UK, requiring specialist knowledge and experience of COMAH, explosives, high hazard environments and auditing.Requires the ability to influence and negotiate with a wide range of stakeholders within the SHE community and across Land UK. Stakeholders include (not limited to) Site Operations Managers, SHE Managers/Advisors/Associates, Operatives and Contractors. Additionally, the role requires degree of stakeholder management externally with third party certifiers (e.g. LRQA) and regulators (e.g. HSE, Environment Agency, Natural Resources Wales).The role requires broad business awareness and experience, and specialist knowledge over and above the role of a safety advisor, in particular experience of COMAH, explosives and high hazard environments is a prerequisite for the role. The role will regularly liaise with the Competent Authority / HSE in support of our demonstration of the adequacy of our risk controls relating to high hazard areas of Land UK.Due to the nature of the work environment, the job holder is required to have the ability to provide innovative and practical solutions to complex issues; negotiate, establish and agree outcomes with others; make decisions in a dynamic way; have a positive 'can do' attitude; and deliver continuous improvement.The role requires a combination of broad knowledge of SHE management theories and practices coupled with demonstrable technical experience and competencies relating explosives, high hazard and COMAH.Core DutiesTypical duties include (but are not limited to):
  • Being involved in every aspect of SHE, in particular act as a subject matter expert in respect of compliance with the COMAH and explosives Regulations.
  • Support and advise on future projects.
  • Provide advice and assistance to senior managers and staff that will enable them to discharge their responsibilities under the SHE Policy in respect of High Hazard, process safety, Explosive safety and COMAH.
  • Provide High Hazard/COMAH guidance to SHE professionals working in the businesses.
  • Advise and maintain applications for ER2014 licenses.
  • Supporting the development of emergency plans and exercises.
  • Facilitating the delivery of high hazard and explosive safety training within the business.
  • Undertake accident/incident investigation as required
  • Be a point of contact with regard to external agencies i.e. HSE, Natural Resources Wales, Environment Agency, LA, Fire service etc.
  • Provision of SHE competencies in specialist areas such as Explosives, COMAH, High Hazard and auditing.
  • Any other reasonable duties as required by the Head of SHE Land UK or SHE Manager - High Hazard
  • This role is responsible for providing the business with advice on High Hazard SHE compliance to ensure SHE legal requirements and an interdependent safety culture can be achieved as a minimum.
  • Support the SHE Manager - High Hazard in providing SHE guidance in respect of High Hazard activities and processes throughout Land UK.
  • Act as the primary point of contact for High Hazard SHE advice, guidance and support for assigned areas within Land UK.
  • To be recognised as a subject matter expert and SQEP (Suitably Qualified and Experienced Person) for the provision of competent SHE advice in Explosives, COMAH, High Hazard activities or processes.
  • Deputise for High Hazard manager as required.

  • The role holder is responsible for taking reasonable care of their own health and safety, ensuring high standards for safety, health and environment (SHE) in our organisation are maintained, understood, implemented and followed by their team. This includes; co-operating and following all reasonable instruction, information and training; reporting work-related hazards or incidents, using all equipment for the purpose intended, setting high standards for SHE, leading by example and establishing the expectation that others do the same; promoting risk awareness, ensuring that risks are assessed and adequately controlled, encouraging the team to report incidents and defects and make suggestions to improve SHE standards; and ensuring actions to address SHE issues are prioritised and resourced appropriately. More detailed responsibilities are captured within the Company Health & Safety Policy (759/OF/016) and the Company Environmental Policy (759/OF/029).
Knowledge, Skills and QualificationsKnowledge:
  • Have experience of working in a High Hazard Industry, preferably at an Upper Tier COMAH site
Skills:
  • Demonstrate theoretical and practical expertise in explosive risk management and explosive licensing
  • Demonstrate theoretical and practical expertise in respect of COMAH
  • Demonstrate the knowledge and experience to deliver high quality SHE training
  • Be prepared to travel occasionally to other Land UK sites
  • Member of a recognised institute (desirable)
Qualifications:
  • Hold a recognised Health and Safety qualification e.g NEBOSH Diploma (Desirable) or demonstrable experience.
  • Hold a recognised Process Safety qualification e.g. NEBOSH Process Safety management.
