Workplace type: HybridAn exciting opportunity has arisen for a Senior Chartered Quantity Surveyor to join an expanding cost management team based in Winchester. This is an excellent opportunity for a commercially minded and experienced QS to lead large-scale, technically complex projects and deliver high-quality cost management services across diverse sectors.You will become part of a dynamic, collaborative team, working closely with established clients including Local Government and Charity organisations, while supporting and mentoring junior colleagues and helping to grow the cost management discipline.Key Responsibilities
  • Lead all aspects of cost management from project inception through to completion across large-scale and multiple projects.
  • Manage and develop the cost management team, supporting junior staff and fostering professional growth.
  • Collaborate with senior management on business planning and contribute to securing repeat and new business opportunities.
  • Support clients and stakeholders in decision-making through detailed feasibility studies, cost estimates, and cost plans at all design stages, including BOQ preparation.
  • Evaluate costs of building designs and alternative proposals to ensure projects remain within budget.
  • Prepare and issue tender documents; manage tender processes including review, analysis, and client recommendations on procurement routes.
  • Provide expert advice on building contract terms and conditions, with strong knowledge of JCT and NEC contracts.
  • Attend project meetings, prepare financial reports, and monitor project status and budgets.
  • Deliver robust post-contract cost control, including variation assessment, final account negotiations, and financial reporting.
  • Build and maintain trusted, long-term relationships with clients, consultants, and contractors.
  • Maintain the highest standards of professional competence and ethical conduct.
What we’re looking for
  • Relevant degree in Quantity Surveying or a related discipline, accredited by RICS.
  • Minimum 15 years’ quantity surveying experience, including technically complex projects.
  • Strong interest and experience in digital tools, AI, BIM, and proficient in CostX software.
  • Knowledge of Lifecycle Costing (LCC), Life Cycle Assessments (LCA), Capital Allowances, and Reinstatement Cost Assessments is advantageous.
  • Exceptional negotiation, organisational, and commercial awareness skills.
  • Critical thinker with strong analytical skills, able to assess costs, contracts, and risks objectively.
  • Up-to-date with construction laws, software, and modern cost estimation techniques.
  • Proven leadership skills, able to inspire and guide a team effectively.
