Closing Date for Applications03 May 2024What is the purpose of this job?A major focus for RDG and GBRTT is to put customers first, with major reform of the fares, ticketing and retail, including broader development and deployment of Pay As You Go (PAYG) services across the country. This role will be leading the development of a commercial agreement for PAYG as a key enabler for this deployment.RDG has been supporting the Great British Railways Transition Team (GBRTT) and the Fares, Ticketing and Retailing (FTR) programme to develop ‘Commercial Principles’ and associated Heads of Terms for PAYG. These are in support of the DfT’s commitments to launch PAYG pilots under the ‘Greater Manchester Combined Authority Trailblazer deeper devolution deal’ and the ‘West Midlands Combined Authority: Trailblazer deeper devolution deal’.The role will develop the full commercial agreements by entering into detailed negotiations with both local transport authorities (LTAs). This will include the coordination and collation of costs from all identified stakeholders for GBRTT's Full Business Case process, and coordination of commercial consequences of all PAYG related RDG services e.g., Railcard Validation Services; LENNON; PMS.What can I expect to do in this job?
  • Develop full commercial PAYG agreement with schedules to cover: governance, technical requirements and responsibilities, revenue risk, settlement, fares, charging model, customer proposition;
  • Agree the full commercial agreement with LTAs and take the agreement to Operators for review and approval via RDG member governance;
  • Coordinate the collection of costs from all identified stakeholders (including suppliers where necessary) for GBRTT's Full Business Case process, and coordination of commercial consequences of all PAYG-related RDG services e.g., Railcard Validation Services; LENNON; PMS.
  • Develop the PAYG common services strategy (in line with DfT policy), expected to include fraud, delay repay, Digital Ticketing Services and cEMV;
  • Ensure that the PAYG common services align with existing RDG services and commercial structures, to ensure that new services are incorporated into existing governance, systems, processes and funding structures;
  • Facilitate detailed legal advice on potential changes to and/or alignment with existing industry agreements, mandating the Tap Converter Service (TCS) and common services strategy;

Requirements
  • You will be someone who has a deep understanding of commercial agreements and has in depth experience of working with PAYG commercial frameworks.
  • Some of the specific skills and knowledge we are looking for include:
  • Extensive experience in negotiating and developing complex contracts with multiple stakeholders, ensuring alignment with strategic objectives.
  • Ability to build and maintain effective relationships with internal and external partners, suppliers and customers, and resolve any disputes or issues in a timely and professional manner.
  • Strong commercial acumen and analytical skills, with the ability to assess risks, opportunities and trade-offs in contract negotiations and delivery.
  • Robust planning skills and the ability to develop and implement robust processes.
  • Excellent communication skills, liaising with all senior executives, stakeholders, Industry boards and project team members.
  • Excellent organisational skills with the ability to create and implement deliverables on time and on budget.
