As a local authority the Council has a statutory obligation under the Civil Contingencies Act (2004) (CCA) to develop and maintain resilience arrangements in order to ensure the Council is able to respond to external incidents whilst continuing to deliver essential activities to pre-defined levels. The purpose of the post is to assist in the development, review, validation of resilience plans for a range of potential incidents and major events, helping to deliver the Corporate Resilience Management (CRM) Programme and, during incidents, to provide support and advice. The post is also responsible for delivering training and exercising. This is a key post within the Council on resilience matters.Main responsibilities:
Develop, validate and review the Council's corporate resilience plans, procedures and protocols.
Develop, validate and review event contingency plants.
Respond to resilience incidents.
Risk assessment and risk management, including scenario planning.
Liaise with internal and external stakeholders including central and local government, other Category 1 Responders, voluntary organisations, key site operators and businesses to develop, validate and review resilience plans and coordination arrangements.
Develop, deliver and participate in training and exercises to validate resilience documentation.
Assist in the organisation and provision of training and exercising on resilience procedures and protocols, plans and arrangements for Elected Members, Council staff and Senior Officers, staff from other appropriate agencies, including the preparation of associated documentation and materials, using a range of methods, including remote learning.
Event management for training and exercising events.
Assist in the delivery of the programme of high-calibre events, e.g. for Edinburgh businesses, through the Edinburgh Resilience Forum (ERF).
Assist with the development and maintenance of the Council Incident Coordination Centre and equipment.
Draft reports, papers and presentations as required.
Provide secretariat function / service for a range of resilience-related groups.
Research and preparation / collation of materials and data for resilience planning / data collection.
Support the formatting, publication and accessibility of resilience plans and data, including data input, word processing, website development, etc.
