Wakefield Council is looking for a contract manager with experience of managing PFI projects.Reporting into the Head of Service for Waste and Cleansing the post holder will be the lead officer responsible for the effective management of the councils 25 year, £795M Waste Management contract, ensuring contract compliance and service quality.They will act as the 'Councils Representative' in respect of this contract, and ensure the purpose, function, and operation of the contract fully meets the national and local targets for recycling and diversion from landfill and the Municipal Waste Management Strategy.Employees can look forward to working as part of a friendly team working together to ensure the contractor performs well.There are exciting but challenging times ahead with the implementation of Waste Reforms.Individuals will have degree level qualification in a relevant discipline, knowledge of the waste management sector and contract management supported by experience working with PFI projects.What will be expected from me?The postholder will be required to demonstrate that they have the following skills, knowledge and experience:-
  • To be an ambassador for the Council when dealing with all stakeholders, customers and have excellent communication and inter-personnel skills.
  • To be self-motivated and can motivate others.
  • To have a good understanding of Health & Safety procedures.
  • The ability to assess problems and provide practical solutions.
  • To have the ability to prioritise conflicting demands.
  • To display good numeracy and literacy skills.
  • To have the ability to multi-task and display a flexible working approach.
What I might be doing?The post holder as part of their roles and responsibilities will:-
  • Oversee the delivery of the waste treatment and disposal services to ensure compliance with performance requirements.
  • Assist in the management of the payment process relating performance to payments to the waste contractor.
  • Monitor and ensure compliance with the Waste Management Contract.
  • Producing progress reports as appropriate to stakeholders
  • Ensure inspections of waste management facilities are conducted in accordance with agreed programmes and procedures.
  • Use data management techniques to identify data inaccuracies and report these performance failures through appropriate channels.
  • To assist in the investigation and monitoring of customer complaints relating to the services provided.
Essential requirements:
  • Current Licence to show no more than 6 penalty points as per current national driving penalties system.
  • Appropriate degree and/or professional/managerial qualification, or equivalent experience.
  • Car for business use.
