JOB TITLE: Project Manager - Parking StrategyLOCATION: Hounslow (mainly remote, ability to travel to office occasionally)PAY RATE: £400 per day umbrellaDURATION/HOURS: 6 months (possible extension)/ Mon-Fri 36 hours (5 days)START DATE: ASAPRole purpose:
  • To project manage the development and delivery of the Council's Parking Strategy and Kerbside Strategy (including dockless e-bike hire, car clubs, greening etc), on time and to budget;
  • To lead on a refresh of the council's Crossover Policy and Parking Policy;
  • To lead on the development of a pilot school bus service, in collaboration with the transport planning and education teams;
  • To lead on the development of other strategic projects as necessary, including the provision of urban greening, drinking water fountains and development of Smart Travel information for the borough
  • To report on the progress of the relevant strategies to the Head of Service, Assistant Director, and relevant internal and external parties including the Council's transformation team;
  • To ensure consultation on all strategies and schemes is managed effectively;
  • To identify and explore funding opportunities to support implementation of those policies;
  • To procure suppliers for the delivery of the above projects, as necessary
  • To actively contribute to the efficient delivery of the relevant elements of the divisional annual plan.
Key accountabilities:
  • To deliver the traffic and transport related schemes in accordance with the Council's Local Implementation Plan and Major Capital Projects Programme.
  • To work with the Head of Service and internal partners to ensure projects are delivered on time and budget.
  • Providing a client-side project management support during all stages of the project delivery life-cycle - from evaluation of design options, planning/agreeing construction schedule with Hounslow Highways, supervision of works
  • To actively monitor project budgets as allocated
  • To be the main point of contact on all project related enquiries and responsible for Project Management Plan.
  • Preparing Project Execution Plan (PEP), preparing and maintaining Project Master Plan for principal activities and critical dates and, reporting progress against the Master Plan.
  • Maintaining records, files, and drawings, as appropriate, on the closure of the project.
  • Represent the Traffic and Transport section at meetings with Hounslow Highways, other third parties, and with both internal and external stakeholders.
  • Prepare and present progress reports to senior officers and at committee meetings and other public forums and provide high quality advice and responses to enquiries from members of the public, external organisations, and councillors.
Knowledge, skills & experience:
  • Experience in strategy development and implementation;
  • Experience in parking / kerbside strategy or scheme development (eg parking schemes, car clubs, e-bike hire) and the challenges associated with this
  • Experience in running / participating in procurement exercises eg for car clubs or similar.
  • Experience in transport strategy development, including consultation work
  • Experience in project management, works programming and delivery of parking/kerbside projects;
  • Experience in managing strategy and project consultations from end to end, successfully dealing with multiple stakeholders and complex project environments;
  • Knowledge and understanding of relevant legislation/statutory powers and duties, and codes of practice which affect the work of the section and adapt to changes;
  • Experience in running procurement exercises, from development of briefs/contracts to evaluating tenders;
  • Experience of preparing reports and briefings for senior decision makers, presenting these reports for consideration at formal council committees or other appropriate meetings with minimal managerial oversight;
  • Knowledge of Health and Safety procedures including Construction (Design and Management) Regulations.
  • Ability to develop policy/strategy documents on a range of topics in accordance with recognised best practice and statutory guidance.
  • Ability to manage budgets and financial information without supervision.
  • Competent with a variety of IT packages including CAD, Microsoft Office applications. MS Project is desirable.
  • Degree in transport-related field and/or equivalent qualification or comparable experience.
  • A formal Project Management qualification such as PMP, PRINCE2 etc. is desirable.
  • Extensive knowledge of transport and parking policy, operations and delivery management
