Advert Close date: 16th September 2025Strategic Marine EconomistPurpose of Role: The Strategic Marine Economist will play a pivotal role in shaping how The Crown Estate (TCE) manages and unlocks value from the UK's seabed and coastline. Sitting within the Strategic Delivery and Operations team, this role supports the Marine Delivery Routemap by providing robust economic evaluation and appraisal to inform strategic decisions.For the first time in the UK, TCE is developing a detailed spatial model to assess the financial, social, and environmental value of the seabed. The postholder will lead the development of practical methodologies to evaluate diverse marine uses - including offshore energy generation, telecoms infrastructure, mineral extraction, and biodiversity - and apply these to cost-benefit analyses and scenario appraisals.The role will directly inform decisions on seabed use, leasing models, and enabling investments, ensuring alignment with Marine's strategic priorities around Clean Energy and Nature Recovery. Working closely with Commercial and Investment colleagues, the Strategic Marine Economist will provide clear, evidence-based insights to support investment rationale and delivery planningMain accountabilities:
  • Developing practical economic appraisal and decision-making frameworks for overall valuation of different seabed uses to society (i.e. economic + environment + social). These will align to The Crown Estate's Value Creation Framework and government methodologies
  • Delivery of robust cost/benefit analysis and economic evaluation of key decisions around the use of seabed, including: spatial choices, scenario-planning; and new leasing models/rounds
  • Assess the rationale and case for new types of investment to enhance the long-term value of the seabed (e.g. nature recovery projects, energy islands).
  • Support on other economic analysis to develop future plans for the marine space (e.g. assessing future investment needs).
  • Support analysis and research which frames requirements for investments in onshore supply chain capacity (and related infrastructure), which arise from the planned use of the seabed.
  • Provide a key interface to the enterprise team who develop our TCE Value Creation Framework
Most important skills based requirements:
  • Deep expertise in applying social and environmental economic valuation, cost-benefit analysis and impact assessments to drive decision-making.
  • A strong background in marine/energy/environment economics and policy, or related fields.
  • Strong analytical and strategic thinking skills
  • Collaborative approach and ability to work with cross-functional teams
  • Exceptional communication skills to convey complex insights effectively and explain how appraisal frameworks can be applied.
