Role: Project Engineer role within the Metrolink Renewals and Enhancement Projects (MREP) team at Transport for Greater Manchester Perm Manchester x2 days per week Role statement of purpose: To manage Multidisciplinary Engineering support to TfGM Metrolink Renewals and Enhancement projects, ensuring works are specified, designed and constructed to the desired quality and reliability to realise the benefits required from the works. Reports to: Metrolink Engineering Manager Key Role Outputs(KROs) these set out what must be achieved for the post holder to be successful in the role Key Actions These set out how the KROs will be achieved - the activities required. Engineering Assurance of TfGM projects - Specify engineering asset functional requirements for renewals and enhancement works. - Support the production of designs for renewals and enhancement works. - Review proposed specifications, designs and delivery of multi-disciplinary engineering associated with Projects. Responsible for the acceptance and _sign off_ of these documents. - Manage and co-ordinate contractors works on site with regard to engineering activities. - Undertake reviews / audits of design and/or construction activities, monitoring safety, environment and ensuring quality of design, construction, testing and commissioning and management systems are adequate. - Draft technical contract compliant works information and collate key contract site information. - Review health & safety files,project documentation and handback information - Manage the engineering aspects of project handback into maintenance and operation. 2. Provide Technical Support / Specialist Knowledge - Provide specialist technical knowledge of the infrastructure engineering disciplines to support projects and assist the Metrolink Asset engineers in the following assets: Role Profile o Civils o Track o Electrification & Plant including OLE o Signalling & Telecoms o Stops (Stations) and Customer facing assets - Manage the relationship of consultants and contractors proposals to ensure that they meet TfGM's requirements. - React to technical issues on Metrolink, attending relevant incidents . - Prepare technical briefs on development projects, identifying appropriate design standards and appraising design proposals 3. Site inspections - Identify and manage project defects and quality issues during construction, handback and initial operation period. Maintain records and ensure items are closed out as directed by project management. - Visit sites regardless of weather conditions to undertake site inspections and address urgent technical matters 4. Responsibility for the work of others - Build and maintain key relationships with contractors, consultants, stakeholders and other third parties. - Introduce new proposals, negotiate, Influence and achieve delivery of best value from these parties. - Establish a strong and reliable working relationship with role equivalents within maintainer organisations. - Work closely with the relevant TfGMs Project managers to provide technical support in the delivery of Projects. 5. Ennsure Metrolinks assets comply with legislative and other requirements - Ensure compliance with all legislation and other requirements relevant to engineering projects. - Keep up to date with all appropriate health and safety and other legislation, and to modify and implement appropriate work programmes ensuring that all relevant records are kept up to date. - Review project plans, task briefs, method statement and Health & Safety files - Manage technical risks associated with Metrolink assets - Understand and implement _As Low as Reasonably Practicable_ (ALARP) principles 6.
