We are working closely alongside a Local Authority in Plymouth to assist with the appointment of a Health, Safety and Wellbeing Advisor, on a 6-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.Rate of Pay: £188.11 - £248.00 per daySummary:The Health, Safety & Wellbeing Advisor will provide a professional and comprehensive advisory and support service to Plymouth City Council, ensuring continuous improvement in health and safety performance. The role will focus on embedding effective health and safety management systems (including ISO 45001), mitigating workplace risks, and creating safe working environments. The post holder will play a vital role in compliance, risk management, staff wellbeing, and fostering a strong safety culture across the Council.Responsibilities:
  • Provide expert advice, guidance, and training on all aspects of health and safety to managers, staff, and partners.
  • Support the Head of Health, Safety & Wellbeing in developing and implementing annual work plans.
  • Develop, review, and implement health and safety policies, ensuring they remain up-to-date.
  • Work closely with HR, Culture & Engagement teams, Trade Unions, and managers to ensure effective delivery of safety programmes.
  • Deliver aspects of the Health & Safety business plan, including budget-linked responsibilities.
Qualifications & Knowledge:
  • Degree-level (or equivalent) qualification in Health and Safety Management.
  • Graduate membership of IOSH.
  • Comprehensive knowledge of current health and safety legislation, frameworks, and standards.
  • Understanding of ISO 45001 and safety improvement methodologies.
  • Knowledge of business continuity frameworks and risk management.
  • Strong awareness of local government structures, pressures, and compliance requirements.
Experience:
  • Proven experience as a Health & Safety Advisor within Local Government or a similar large organisation.
  • Experience developing, implementing, and reviewing H&S policies and procedures.
  • Skilled in accident investigation, audits, and risk assessments.
  • Experience of facilitating workshops and delivering training on H&S topics.
  • Demonstrated ability to achieve improvements in H&S compliance.
  • Experience with stress risk assessments and DSE assessments.
